In reference to “On May 7, 1992, a 203-year-old proposed constitutional amendment barring the U.S. Congress from giving itself a midterm pay raise was ratified—the 27th Amendment.” the first article of amendment is also still on the books for ratification. If and when it is ratified it would change the Congress House of Representatives into a more equitable solution to the senate. Under the first article the number of congressmen would be driven by the population base ; this in turn would create smaller but more numerous Congressional Districts less dictated and driven by party politics and gerrymandering.

    I hope this amendment is ratified; and I wish the Congress would finally admit tot he failure of the ratification of the 16th and 17th amendments and restore the separation of powers as the Constitution provided when State Legislatures appointed the Senators.
