- Avista agrees to framework to provide single business with power equal to half of all Spokane County customers. JWR’s Comments: Huge industrial electrical power customers (read: data centers) tend to be given “sweetheart deals”, where the customer is offered rates below 6 cents per kilowatt hour. So, in effect, the residential customers end up subsidizing the cost of the local grid expansion. It is also often feared that the big customers could be given priority for power. So, in the event of load-shedding, we the lowly peon residential customers could lose our power before the big guys.
