A short but vicious thunderstorm on Sunday evening left three dead in the Washington, D.C. region. Some residents won’t have electricity restored until Friday. As of Tuesday, there were still 150,000 households without power, most in Montgomery County, Maryland. Montgomery County is one of the richest counties in the United States. Parts of Montgomery Co. were without power for a week after Hurricane Isabel in 2003. If one of the wealthiest places in America takes three days to recover from a localized storm, what might happen with a larger disaster in a less-affluent area?
