A short but vicious thunderstorm on Sunday evening [2] left three dead in the Washington, D.C. region. Some residents won’t have electricity restored until Friday [3]. As of Tuesday, there were still 150,000 households without power [4], most in Montgomery County, Maryland. Montgomery County is one of the richest counties in the United States. Parts of Montgomery Co. were without power for a week after Hurricane Isabel in 2003. If one of the wealthiest places in America takes three days to recover from a localized storm, what might happen with a larger disaster in a less-affluent area?
