Which was in turn annulled by the 16th amendment of 1913 (thats equality!)
Good comment Jimbo. The 16th was never legally ratified if you study the history. Again it’s who counts the votes that count.
Also what no one talks about in the 13th; read the exception. Under common law the injured party needs to be made whole. This exception fulfills that.
