The ATF has issued an Open Letter on Silencers and Silencer Parts. This letter fails to clarify many things, including any mention of at-home silencer (suppressor) construction by non-FFLs. Take note that the Open Letter only applies to federally-licensed dealers. Since silencers are now re-classified as “firearms”, private citizens who are in a “Protected Class”, per the Jensen decision and the permanent restraining order issued by Judge James Wesley Hendrix may now construct silencers and possess silencer parts with no ATF Form 1 or Form 4 required! Just be sure to join the GOA and carry proof of your GOA membership in your wallet at all times.
