In my understanding of the Fort Hood massacre, the casualties were not ‘unarmed’.
They were disarmed by policy-makers, prohibited from self-defense… American citizen-soldiers prohibited from doing their job of saving American lives by rule-makers with zero stake in the consequences of their acts.
