Tim Cook said that and in Brussels of all places? Maybe he is not a globalist?

I, too, am wondering about Tim Cook saying this. Who was he speaking to? What was the context?
No opinion whether the gentleman is a globalist. I only know he is very wealthy. Many of the wealthy elite seek control over us commoners.
