Some More Details: He reportedly faked a Continuity of Government (COG) compartmented Special Access Program (SAP) [6], to skim off the gold. JWR’s Comment: I’ve been read-on to larger SAPs, when I held a TS/SBI clearance and had SCI access. The oversight here seems sketchy, at best. There is no such animal as a one-man SAP compartment. The key question then is: Did he have a co-conspirator who was read-on and who also got a piece of the action? And, if not, then who was so lax or naive as to sign-off on the SAP’s progress?
